Lock Simple Pin 3 Minute Reset?

I use Helmi_c's kitchen to cook my own rom all the time but one thing I cannot seem to fix in WM6 is the Lock with Simple PIN upon reset I can't unlock the phone for about 3 minutes.
Does anyone have a registry fix for this?
I have tried removing all addons and the problem persists. I'm positive this can be replicated on someone elses device.

I've searched the forum over but it can be difficult to find in a solution when a thread is 20 pages or more deep.
