Exclamation Can't Activate my 6700 !

so this is my situation. I have a 6700 i bought from ebay a few months ago and although two sprint stores and cs couldnt activate it and said i was s.o.l. I activated it with an msl ( i think... its the ##xxxxxx# that goes to view edit cancel) the guy sent on the box with the phone.
Well i recently purchased another 6700 on ebay for my brother with a clean ESN. Now we can't get this one activated. The numbers that sprint tell me to type in just do not work. Ive gotten to a screen that has EPST at the top left where the start bar is and it says view edit cancel by typing in ##3282# which i found on another site. From there, i get a prompt to put in an unlock code and thats as far as i can get. I checked the esn on the RLS screen (##786#) and its the same. It has the upgraded o.s (wm6) and im wondering if maybe that would require a different code than a normal 6700 on WM5.? any help would be appreciated
