Bluetooth capabilities

Hey Everyone,
I have a dumb question about bluetooth capabilities. Does the hardware determine what bluetooth profiles are supported or does the OS determine what types of bluetooth profiles are supported? For example, i have the XV6700. I noticed that in Verizon's bluetooth chart that the 6700 does not support AVRCP. Is that a limitation to the actual phone or is it a limitation with the Windows Mobile 5 OS? Would AVRCP work on the XV6700 if i installed one of the WM6 ROMS? The reason I'm asking is because I just purchased a car stereo that is compatible with AVRCP and i think it would be cool to use it with my phone. Thanks in advance....
