xv6700 Stuck at Tap Screen

I got an issue with my xv6700.

Flashed the phone to VZW Stock ROM and now its stuck on Tap Screen to setup your device.

I replaced the LCD and Touch screen thinking that was the issue but that did not seem to fix it.

What else could it be? Am I looking at a bad Board?

Do I need to try and wipe out the screen alignment registry settings?
