Phone will not power or reset - Red-LED on charging

I'd been enjoying ROM upgrades from Helmi 20071108. Thaks luv2chill for your assistance answering a few questions on first go-rounds, and thanks to naigaboy for the comprehensive post on Stuck in new Bootloader 2.04/2.05 (I made the mistake of previously "upgrading" to VZW 3.3). After less than a week of enjoying a Helmi-6700, it was stolen ...

Recently received "new" XV-6700 replacement phone. Checked Bootloader Version 2.02 (thankfully didn't need to go through that Revert Bootloader process on this replacement phone).

Problem:
Currently this phone will not power up, reset or hard reset (both menu butons + reset) and when plugged into power the red-LED is illuminated (upper right LED is typically amber-LED indicating charging). After initially checking Bootloader, then resetting the phone to the Today Screen the only thing this phone did was sit pluggend into a wall charger. Any assistance would be appreciated.

I know when the battery is completely dead you will have a red LED lit, hopefully that is all the issue is.

I probably should have put in first posting that;

Battery is fully charged (BTR-6700), second fully charged ext-battery (BTE-6700) also used. Batteriers in factory cradle display green-LED (indicating fully charged).

Battery electrical contacts appeal to be in good order (clean & un-bent).

Looking for any assistance regarding electrical testing (continuity, etc.) for the phone battery contacts as it appears the phone is not properly detecting the battery (red-LED is lit while battery in phone & plugged into external power). If it's a bad contact connection, I might be able to repair this. Any other methods of resetting ....?

I'd like to do my best to trouble shoot this phone vs. mailing it in.
Any assistance greatly appreciated.
