Windows Vista drivers for 6700...

...and many other bits of hardware. Sometimes Windows Update does a sucky job of finding the correct driver for something. Just do a search for what you need. I typed in HTC and saw the Vista drivers for the HTC USB modem, which is what our phone is reported as using Modem Link with the new 3.3 rom. Not that I've tried it yet, since I'm at work

with the phone connected to your pc, run windows update and it should give you an option to install/update mobile device center.
