I have to aggree that giving a choice of how to place the call would be nice but I guess MS is pandering to cell companies and does not want to make it to simple for everyone to use.
I imagine it's more about trying to wedge it into the current dialer architecture than anything else. The typical case is that people want to either always dial using VOIP when it's avail or never dial using VOIP, not pick and choose per call.

cypherkin - you don't have to load a carrier rom to sign up with a carrier - all they need is your ESN. The carrier settings just make it so that carrier specific things (like mms, data, and ## codes) work right for your carrier.
