I used to have tons of problems with chargers other than the one that came with the phone. I found out, after hours and hours of pulling out hair in front of Google, that there's a bug in some ROMs that caused this, and there's apparently only a hardware workaround.
Basically when you plug in the charger, the phone checks first to see if there's one of 1) a USB data connection as when you drop the phone into the cradle or plug it into a USB cable with a PC on the other end, or 2) two of the pins on the USB mini-connector are shorted together, meaning the cable is a charger, and not a data-connection.
In scenario 1, the ROM is *supposed* to test for a data connection, and then fall back to charge only, but this doesn't work properly all the time. As for scenario 2, almost no USB car chargers have these two pins connected, so they're not recognized by the 6700 as chargers, but rather they're treated as data cables, and because of bug #1, they don't charge.
So... After finding the fix for this, I posted it to my blog so I wouldn't forget how to find it. Hope it helps you:

It might seem like the above is a lot of trouble to go through to make the stupid charger work, but it's really not too difficult to do if you've ever used a soldering iron, and the risk you take is only that you'll mess up your charger and have to buy another for $15 or $20. We're *not* soldering on the phone here.
