Since it says Cingular in the file name, I'd say no.

I thought cingular had been gone for a while? I thought AT&T bought em out a few years ago??

Yeah, pretty curious that an official AT$T ROM would have the name Cingular on it.

Yeah, the buyout is older than the phone, so it makes no sense. In the thread at XDA about this ROM there seems to be a number of issues with it. Makes me wonder if it truly is an official ROM or a "leaked" beta that isn't quite ready for prime time. I'm holding off flashing it until I see more positive replies.
