Enable "Hearing Aid Compliance" on TP2

I see references to 'enable hearing aid compliance' in these forums as included in various ROMs.
I'm happy with my phone's current rom but I need to enable HAC.
Is there a registry key or cab I need to enable/install?
I hear that the TP2 is HAC capable "only with certain carriers".
