software - get new IP address

i hate being blocked by rapidshare or hotfile for ip and traffic limits. theres no good ip renew/refresh software ive found to work to get a new ip like command dns ipconfig
i'vd tried vxIPconfig but it doesnt work

any ideas? (and maybe a catagory move)

I always thought the IP address was given out to users at the modem/router area. My router has an "Release IP" button which tells the modem (somehow) to renew its IP addy from my provider. You might look around in your router settings and see if you can do it somewhere...

I get one each time I dial up 1x/EVDO.

Mobile IP's should be refreshed from the pool every time you power on/off the device.

Now landline broadbands may keep the same IP for a significant time.

Where you blocked by your ISP from reaching those sites or from those sites?

It sounds like your ISP blocked you.

no its when it thinks i am already downloading or downloaded too much when i havent d/l'ed anything

Have you cleared your temporary internet files, cookies and history?

It might have a stuck cookie or a corrupt temp internet file that makes it think your still downloading something.
