Can the "Programs" list be invoked like the start menu?

I'd like to use AE Button Plus to remap the "Home" key to show my programs folder rather than opening the "Home" screen. It's easy to make a button invoke the "Start" menu, but I can't figure out how to do the equivalent of "Start>Programs".

Is this possible? Anyone know how?
