Top "Menu bar" disappearing in WM 6.1

This is for my titan, but I believe this would be an issue regardless of what flavor phone.

My menu bar, for no rhyme or reason, has gone the way of the dodo. I know there are some tools that access this, the HTC toolbar, etc...

This has happened before with other ROMs (DCD, etc.) and goes away after a soft reset, but is there anything I can do to troubleshoot and fix it without having to reset my phone?

I presume it's a common problem, as it seems to span multiple situations... but I just need to figure out the problem.
