Wi Fi

Hey everybody! Is there a way to use my phone to make calls over Wi Fi?
I need this explained in the simplest of terms as I am a newbie.

T-Mobile offers a way to be able to do it... But I do not think AT&T can..

use skype and you can call any other skype account for free and regular phones for extremely cheap (i think $0.02 a minute in the US)
