Unless you have sync'd your phone with your pc or backed up your PIM file, they are unfortunately lost. If you still have your old phone, you could bluetooth all of your contacts to your mogul.

If your dont do backups, or have the contacts on outlook and can be sync back,if you dont...you are SOL like the above post stated, what I want you to do right now is d/l PimBackup (freeware) start backing up your contacts. Lets just say this is a lesson learned and the hard way.
I cant remember if it will work after the contacts are gone, but if you copy your Pim.vol and open it up via "notepad" it will look like a mess, but you can put together some contact parts and make it out if you really need a certain number. i use mail2web. it saves all my emails and contacts on their server. then i just add exchange server in activesync and they automatically download to my device. greatest thing for a PPC.

Dashwire can definitely backup/sync your contacts. Also uploads and backs up text messages, photos, videos, and call logs, as well as makes available online your voicemail and phone settings.
If only interested in contact backup, there isn't a shortage of options.
