the ppc faces the same problems that face pc's the programmers of the games have to code a game for the lowest common denominator or a minimum spec. A pc developer cannot require its customers to have a $5000 SLI rig cause they would sell only a few thousand copies of their games. Sure they optimize their games to take advantage of the extra horsepower but they cannot really optimize the engine for a particular platform because they have no control over what components get put into a given box. The ppc is similar as there are different companies, cpu makers etc building these wonderful little devices but the performance from one to the next would be very great.
The truth is it comes down to money like everything else. If developers, hardware makers and carriers thought they could make a ton off a high performing gaming system type platform they would but all they have to go by is the terrible N-Gage. Until sony makes a psp/phone or maybe MS parlays their Danger acquisition into some kind of x-box sidekick we will probably have just decent graphics and performance compared to the handhelds that are out at that time.
