General Cab. file questions

second post and i gotta admit this website is so addicting!!!!!

funny thing I have all the info to flash ROMs but no info on cabs besides what they are! almost ready to flash to MIGHTYROM for the first time and I said to myself better start with the basics.

so heres my simple questions i have to ask and i cant find.

1.)how do i install a cab in general?!?

I extracted my files all i got was the junk and not a setup icon as i expected.



2.)does my phone need to be unlocked and or using a custom cooked ROM to use custom cabs?

someone please send me in the right direction

any help would be really appreciated.
