oh I didn't see the "shift" part. Then yeah try it with ireb. (assuming you are flashing the jailbroken ipsw)

I have a sneaking suspicion that he isn't jail broken yet not to mention unlocked.

he's not jailbroken yet, but it's not as easy on 3.1.3 you have to flash the modified IPSW.
