Just got Optimus S and need help please

I am turning on my Optimus S to a screen that says make emergency call or select ID.

I select ID and get error network not found.

using phone in same place where TP2 worked fine.

going outside does not correct network problem.

also chinese syllables are on screen as if someone chose chinese as their language.

I already hate this phone as I can't get into system settings or anything.

missing winMO already.
