because for some phones, rooting cannot be undone (like unlocking the bootloader) and so you cannot get warranty/insurance claims on it, so if the stock OS was awesome, you wouldn't have as much reason to root.

Also, not everyone knows how to root or wants to bother doing it. Personally I root/unlock/jailbreak my device within the first week, but I think HTC really messed up putting the Old Sense on this device when the processor is more than capable of handling the new one.
