I was having the same issue. Then I turned my Antivirus and Firewall off and it worked fine. My Antivirus was deleting the exe file on extraction. The firewall needs to be turned off fo it to talk to the server or it might give you a response saying the the server is busy try later or something to that affect.

I was getting that same error, What I did was turn off Norton 360, make sure you go in to your settings and turn off everything manually then open windows device connect and make sure your phone is connected and synced. Run the unlocker and that did it for me. I had trouble first. just disabling the AV from the fist toggle button did not cut it. you have to disable every toggle button off then turn off AV, then your firewall.

Check your services and see if anything is running pertaining to AVG. Even thoug the GUI may be shut down there may be an active service pertaining to AVG still running protecting your system deleting the file thinking it's a virus.
