Phone does not charge when on unless connected to computer - *possible bug*

I have 2 Touch Pro 2 phones on Sprint. I have flashed both of them with the 12/13 "Plutonium" ROM and neither phone will charge from the charger unless the phone is off. Both phones will charge when connected via usb to the computer. Both phones will charge from, the charger if I flash back to the stock Sprint ROM or the previous version of the Plutonium ROM. I had this identical issue with the latest Energy ROMs, this must be some sort of setting. Any ideas for a fix?

Otherwise I really like these ROM's and thanks for including Voice Command...

I noticed something weird when i connected my phone to the wall charger yesterday. but after i wiggled around a bit, it did charge. not sure what the problem was. i thought i was just too drunk..

My car charger works,I'll see if I can find my wall charger.
Battery.dll is custom,everything is possible.
