I'm assuming I have to have HSPL-unlocked my phone to be able to flash just the new radio using the exe Mighty provided?

I'm still on stock 6.1 and not unlocked... actually pretty happy with stock 6.1 rom but would love to have the new radio....

You will not have to unlock to update an official ROM. Carriers do not want you unlocking the device to run custom ROMs so they don't want them unlocked at all.

To flash JUST the radio, yes, as it's an unsigned nbh file. But you'd probably find the little goodies in 6.5 will please you very much...
