I've found in the past that it has trouble connecting to the server to update the location when it's connected to activesync, so I make sure that I am not plugged in the first time I goto the Weather TAB.

Go to connection settings in activesync and check the box that says allow data connections on device when connected to PC. That'll fix that issue you're having.
