So is this SMS bug that i'm hearing about a known issue or is it just happening to a few people because of their setups?

Yes with Arcsoft MMS 5.09.82.79 not that it should make a difference....

NITZ (time/timezone should be set automatically)
start, settings, connections, update PRI
SMS
GPS (use a 1.12 radio, your stock rom comes with 1.12.31F but I have found the best battery life from 1.12.20F)
