Just install IE_Toggle.cab and Virgo will work. I believe Virgo needs the old PIE from WM6. IE_toggle will enable PIE which is already present in the Windows directory, but normally not used in WM6.5.

Edit: Also works for WM6.1 where in some cases PIE is an updated version that's not compatible. Just run the IE_Toggle app and select PIE. Ignore the error that pops up. Afterward when you click in the IE icon you will get the older version IE which works with Virgo, Logmein, etc.

Silence X Rom 6.5 Base Ver. 3
[May.18.09]
Windows CE 21232 Build 21232

and I'm sorry to say it still doesn't allow VIIGO to run

I'd love to see Viigo intergrated as well. But if it is you should probably also include the IEToggle program as well for those out there that sill use IE or PIE.

I just tried Viigo and you're right. The issue is not related to the web browser in this case. Evidently there is an issue with the Windows Forms library. It appears incompatible throwing the following exception:

UriFormatException
Invalid URI: The hostname could not be parsed.

at System.Uri.CreateThihs(String uri, Boolean dontEscape, UriKind uriKind)
st System.Uri.ctor(String uriString)
at System.Windows.Forms.WebBrowser.WnProc(WM wm, Int32 wParam, Int32
...

If I remember correctly Viigo does require the old PIE version, but this error is in addition to having the require PIE version. Sorry, can't help you out with the exception above.
