use import option of your Registry Editor of choice, usually found under Tools|Import. And most .reg files import to /windows folder.

I have PHM reg editor and when I click menu->tools, import is greyed out. Do I need to do somethign special?

Download to desktop, extract files, copy files to your storage card of your phone, then open up your registry editor, click import, find your registry files you just downloaded to your storage card... reset... done
