Is this Rom or Program Problem ??

I have tried different Rom and I use many program, Now my device sent automatic international sms and I get charge for it. I want to find out that is this due to Rom or any program is doing this ?? May be weather update or any other data update is doing ??? I did little research and I thought may be Opera mini or Wvd program is doing this, is any one else had this problem ??
