<wap-provisioningdoc>
<characteristic type="Registry">
<characteristic type="HKLM\Software\OEM\Notification fix" translation="filesystem">
<parm name="Delivery Ack" datatype="integer" value="0"/>

To me everything looks ok. Am I missing something? I couldn't get it by just saving the xml file (ex: regedits.xml) to the root of my card and running it from my sdconfig file either. Please help...
I tested your code with Task Manager, and it said it was successful. It looks okay to me.

What command on your UC are you using to call it?

Should be something like this:
XML: \Storage Card\regedits.xml
