1) What is buildOS and what is it used for?
Its essentially the interface for the kitchen. It is where you select what you want in your ROM, customize, and build it.

3) Why are there 'stock roms' available? Is this so you can individually add back the stock sprint programs to a custom rom?
Stock ROMs are the ROMs the phones ship with. They are not custom.
4) what does hardSPL mean?
It's the method of unlocking your phone so you can flash a custom ROM
5) My phone is unlocked. How do I put on a REALLY clean/minimal/FAST rom with no programs, and individually add programs that I like on there (this is called cooking right?) Would I use a kitchen or buildOS?
This is not cooking unless you make it yourself. You will see threads like Yay4Juggs CLEAN and Juggalo's ROM etc, these are all ROMs. You just need to download the ROM file, extract it to a RUU folder, and run the RUU.
