Yes the device having barely any power supply and not functioning properly is most definitely a ROM issue. Rest assured OMJ is on it!!
He has me testing the OMJbatteryfix.apk as we speak:

Rom - Recovery
Theme - Recovery

Wimax - Bootloader

In general all those files are flashed from recovery. Radio and wimax zip files are flashed like a ROM.
If you are asking for the order, you should go ROM/radio/wimax/theme.
Some suggest you do a reboot between each one, it can't hurt.
I would recommend running the ROM THEME-less for awhile to ensure all is working well before you install the theme. Makes troubleshooting a bit easier.

If any files are packaged in the PC36IMG format then those would be flashed from bootloader.

If one is named for a specific ROM then the is something specific within that ROM that he needed to account for when he creates the kernel.

What happens when you launch the Market app?
If you have linked your gmail account and it wont go you may need a re-flash.
Back up your data.
Go into Recovery and factory reset-twice.
Wipe Dalvik cache-twice.
Reflash the ROM.
