My speeds are always crap here outside Vancouver.

I always seem to get < 600 kbit/s.

Next time I go to downtown Vancouver, I need to see what my speed is. My signal is through the roof there.

Here at home, it's always at 0 to 1 bar.

Seems to be the case. I can load Flash Lite 3.1 and have flash support in Opera. It's pretty spotty though. Some sites don't seem to load or freeze up.
