EVDO speed changes throughout day

I've been using my Titan as my primary means of going online tethering via my laptop recently since I'm away on vacation, and it seems that the speeds I'm achieving are faster (1.2-1.5 mbps) late night to mid morning (11pm to 8am), and at their slowest (500 kbps) from around around late morning to mid evening (10am - 8pm). Like right now, I'm getting 450 kbps when last night at around 1am I was getting 1.3 mbps. Why is this? I can think of two reasons, maybe it's a combination of them but not sure.

- Network traffic is highest at the times I mentioned as being the slowest.
- Verizon allocates different amounts of data to users depending on times of day when they expect the highest amounts of traffic.

So, any idea's?

Wireless Internet through 3G is much like Cable Internet Service. You log in to a series of connections and servers that share a network. As more users jump on board, it slows and slows to a crawl. The Bandwith is sucked up. This includes any roamers and 3G devices (like Laptops, Phones, etc.)
