I've heard you can use a BB with regular Vision or PowerVision, but it will only work with third-party browsers (like Opera Mini). According to some forums, all of the built-in apps (including App World) require BIS or BES. So you can get a BB without the extra package, but it would be pretty useless.
If you really want a BB, you can switch to the EPRP (new SERO) Data 1000. You'll lose some minutes, but it includes BIS (and Navigation and Sprint TV Premier). Also it's cheaper than adding BIS to your current plan ($49.99 + $40 = $89.99 vs. $79.99 for ED1000).
