Strange phenomenon with using 4G

I live in the metro Atlanta area, which is covered pretty well with 4G coverage. However, my work location and home location are on the fringe of a pocket of no coverage. I get no signal at work, and at home, I don't show any bars, or I may get one bar, but never more. Speed tests confirm my speed is not very high. I think the best I've had at home is .6 mbs download, and about the same upload.

I was testing last night on 4G (.3 up/.3 down), and I was downloading webpages through dolphin browser faster than I was getting on 3G (I always get over 1 mbs downloads on 3G, sometimes up to 2.5 mbs). It wasn't much faster, but it was definitely faster.

Has anyone else experienced the same thing? Why would a speed test show abysmal 4G speeds, compared to 3G, but download pages faster on slow 4G vs fast 3G?
