Yes, and that is one of the selling points of Windows Mobile- the integration and compatibility with MS office suite tools (Outlook, Word, Excel, etc).
However, Android is none of those things. You won't be syncing Android with Outlook out of the box without a plugin or premium service.

Correct me if I'm wrong, but this thread is discussing keeping your PIM in sync between both WM and Android. I'm not really sure how Outlook fits into all this since you wouldn't really be using it with Android anyhow...
