You are wrong. Any WiFi with a WPA or WPA2 key will work on Android.

If I use the update tool, do I get the changes in the 7/21 release or should I just start from scratch?

The update tool only updates stuff like the kernel & linux stuff to start android from, not the "android" files itself.
So you will have to download the new package and "start over" yeah.

Is there any way to use the stock launcher2 home screen on the BLAZN version? I just don't like launcher pro all that much.

Just checked the downloads, they are working just fine for me.

So I have the original ASOP 2.1 release and haven't updated since. What the best way of upgrading to the newest of everything, but keeping my apps/settings?

There really isnt a way. You can try titanium backup, but a complete wipe is the best bet otherwise you may end up with bugs from conflicting files.
