It does sometimes tell me something along the lines of you must disconnect the current data connection to get a data session started to recieve this message but whether i say yes or no, it does not recieve the message. I cannot send at all. It just gives me the message failed, retry now or later.

edit. Ok, after some searching I've found out how to update my PRL, and it seems to have fixed the first problem.
I know you said you already changed the prl on your alltel touch pro, but here's a great site for that http://www.the-answerman.com/sidlist/prl/index.asp

Did you try changing the "Connect via" option to "The Internet" in Arcsoft?
