Rebuild XIP
Insert XIP into Payload
Reduce Payload (optional)
Build Rom Folder
Build ROM in Kitchen with new ROM folder

Heck, I started a thread precisely for this very reason over in the reg edits section ... I think I even discussed how to create a cab file to install the change in a pre-made rom. Caveat: obviously settings that persist on soft-reset have to be baked into the rom.
