There are more recent versions out there in the requested cab section in the first or second post in this thread. It doesn't create the launcher panel but otherwise works pretty much the same. When I installed 3.a the launcher went away but using the customizer and selecting "show" and then editing the registry to add it to the list, I was able to get it back.
