He didn't really specify what his purpose was, so I suggested both options of a speedtest or pinging on PC's cmd prompt using 3g connection using ICS or WMWifirouter. That is how I would do it but not the answer he was looking for I am sure.

I was looking around and came across this software for you, called pocket ping. It is freeware and works pretty well allowing you to ping directly from the phone without hooking it up.
