always activate before you flash and make sure mms, net, sms, wifi etc whatever u use is working with the Carrier ROM. After testing and verifiying it works cuase it should always work then i would flash. If it doesnt work with carrier rom chances are it wont work with custom rom. Unless its GPS locked out. But at least test MMS, SMS, Net , Wifi.
This is a golden rule in my book!
