In WVD, the only videos that seem to work smoothly are the 3gp files. the others are hit or miss. You can also save them and try to play them rather than streaming which may improve performance but once again, it's not guaranteed. Certain flv files will play well as well. Regarding the settings, this is a good question that I have asked as well. Most people say that it's already preset with the correct buffering, prerun,etc settings but I am not sure. I know way back on an older phone that tcpmp worked well but it was recommended to increase the buffering size to 5000 or so and prerun down to 7%. Honestly Tcpmp worked better on my older phone but that is probably because the videos less resolution.
