After I unlock my phone I will first need to update my radio firmware. I have radio 3.42.40 - inside this folder is a file TITAIMG.nbh. I will replace the one in SPL 2.47 with this new TITAIMG.nbh for radio 3.42.40 and run SPL 2.47 again to update radio. I hope this is correct.

ok. stop right there, that's incorrect.
any .nbh left behind from NueSPL you want to delete
then you need to make sure your card is formatted FAT32
2GB or under reported to work, place TITAIMG.nbh in /root (root folder of mem card)
once you put the card in the device, press cam+power+reset and follow onscreen prompts

After I update the radio to 3.42.40 I will need to update the ROM. First to ROM version 3.1.2. This rom is in a .exe format so I will need to connect the phone to computer via usb and run the 3.1.2.exe ROM. I dont think I can use SPL to do it from bootloader screen? correct? If this is correct.

If you have WinRar or 7-zip you can right click the exe and locate the nbh
In 7-zip (which is FREE btw
) its Right Click - 7-Zip - Open Archive
Once you've extracted the nbh rename it TITAIMG.nbh
From here, you can guess the next steps.
Note: Depending on the exe ROM your talkin about, you may want to 'skip customizations'
When you install an EXE (or shipped) ROM, you are subject to new radio, new rom, new bootloader (if not unlocked with HSPL), etc... If its not your carrier you will want to skip customizations
to skip customizations, soft reset withing 3 seconds during the countdown...

Like BillThyCat said once I load 3.1.2 then load back my MSL/SPC setting via qpst. Once this is done I can run the latest ROM which I have to be 3.3.4.exe. Again the ROM is a .exe so I will not be able to do it from a bootloader screen correct?

If its an RUU folder, just look for the nbh file...
Otherwize, try the 7-zip trick
