Instead of deleting it you can change the security policy to disallow cprog.exe. I haven't tested this so I don't know if it will work or not, but here it is

1. Enable application blacklisting
-Under [HKLM\Security\Policies\Shell] change DisallowRun from 0 to 1.

2. Add cprog.exe to the blacklist
-Under [HKCU\Software\Microsoft\Windows\CurrentVersion\Pol icies\Explorer\DisallowRun] add a new string value named "1" (without quotes) and a value of "cprog.exe" without the quotes.

Would be interesting to see if this works.
