I think the issue is with the battery temperature. With certain programs running, the Touch Pro gets pretty hot. As the battery drains, charging it causes the Touch Pro to get even hotter, so I believe something internally shuts down the battery from charging once it reaches a certain temperature.
Even though it is plugged in, it will not charge unless you cool the Touch Pro down or close the programs that are running. Look at the center dial;
if it stops flashing, then it's NO longer charging even though it's plugged in. Put it near a fan or the car's A/C vents.
