Far from a potential explanation or great suggestion, try using
WifiProfiles use it to assign static IP, gateway, and DNS settings to match the range of a home router. Click on "Activate" when finished to see if anything different changes.
By the way, not knowing much about your device, a hard reset will return things back to original settings.
