If you delete that connection or don't let it install while hard reset then it can't connect. Thus no need for a block. If you want to ditch the data package but recieve MMS and you have an MMS plan I have a useful little trick to only allow MMS to connect to data line so you won't get any charges. Another cool thing about it is you don't gota turn off WiFi to do an MMS. You can find that
