The issue is that you have a ROM installed that requires a 2.31 unlocker, and you have a 0.41 unlocker (unlocker is not the right word... but you get my jist). I would, in this order, run the 2.31 unlocker, flash to the updated Bell official rom, and then check to see if everything works (it should). From there, you can go back to OMJs rom if you so desire.
