I never have high expectations of cell phone cameras. I'm impressed that it has autofocus and not just some crappy pin-hole focus. You can only do so much with software and the issues you're talking about are really hardware.
The reason the camera might be "messing up" is really that you're trying to take a pic in a low-light situation. With no way to adjust the ISO (the sensor's speed), the shutter has to stay open longer in low-light situations in order to capture enough light to produce an image. Since that is a hardware flaw, programmers can't really do much to compensate.
